I can *totally* see how Benders would naturally rise to becoming the top-strata of society, they are literally special and would create many of the functional aspects of their culture happen. I thought the notion of trying to do the 1920's aesthetic with the assumptions of Bending being integrated into the setting was a worthy try, simply because most fictional settings rarely even make the attempt to integrate magic contextually, much less do it well. Ignoring the utter unlikeability of the main character and how she effectively got the 'universe' to hand her every victory because writing fiat, the world made no sense in Korra. The same group of non-Benders one of which was screwing the main crew sports team out of their winnings by increasing their fees, when either of the boys could do a LOT of damage to a human being with a mere gesture? There was no fear from the non-Benders, no conflict shown, other than by some low level criminals.
